影片写的是杭州西湖一个摇船姑娘的悲剧。阿玲和父亲靠摇船为生，青年工人高铁常照顾他们，在相互翔中队员玲和高铁产生了真挚的爱情。从上海来的学画的阔少看上阿玲的美貌，勾结船霸威逼阿玲父女，这时高铁又因罢工被关进监狱，走投无路的阿玲被迫做了画家的“模特”，后又被卖入妓院。高铁出狱后找到被捶残的阿玲，愤怒地捣毁了妓院，但又被第二次投进监狱。
